At the beginning of April, Poland’s Ministry of Finance issued a response to parliamentary inquiry no. 8479, dated 31 March 2025, clearly confirming that the timeline for the mandatory implementation of the National e-Invoicing System (KSeF) remains unchanged. What else does the Ministry’s communication reveal?
Intensive Work on KSeF Continues
The Ministry assures that preparations for KSeF are progressing simultaneously across several key areas. The development team is currently focused on the system’s architecture, while legal and business assumptions in the draft legislation are being reviewed and refined. No further delays to the mandatory implementation are currently being considered.
Tight Legislative Schedule
The Ministry plans to submit the draft legislation to the Council of Ministers in Q2 2025. The final version of the regulation is expected to incorporate feedback from the public consultation held on 5 November 2024. Additional consultations may follow—this time based on the updated draft—offering businesses a further opportunity to familiarise themselves with the planned amendments.
Business Education Campaign in the Works
The Ministry of Finance is preparing an extensive information campaign aimed at all entities affected by the upcoming KSeF obligation. These efforts are designed not only to raise awareness but also to help companies build operational readiness for the new invoicing framework.
Key Takeaways?
The Ministry shows no signs of slowing down. The mandatory KSeF is becoming a reality, and businesses are running out of time to ensure their systems, teams and processes are fully prepared.
The fundamental assumptions regarding the effective date of the mandatory KSeF remain unchanged:
- from 1 February 2026. – large entities will be subject to the mandatory e-invoicing requirment,
- from 1 April 2026. – other entities.
If your organisation still needs to align with KSeF requirements, now is the time to act—not later.
